Can you accept incoming calls and call out from my iPhone through my iPad?

Just about finished with my iPad truck install and would love to have my iPad act as an in car phone system for calls in and out from my iPhone similar to some stereos and newer vehicles with hands free dialing. Not looking for an app like Skype but a way to transmit my iPhone via my iPad if that makes sense.
