Mr. X has been taking ART Drug for 5 years and tested 4 hiv many times& found (-). Can he transmit hiv?

the art drug only keeps your white blood cell count high, but it does NOT kill the virus, and the hiv virus is one virus that so far has been able to mutate as ridiculous speeds , so if you are going to endanger another person with the disease , at least let them know beforehand as it is a federal offense to knowingly have sex with the knowledge you have a std( yes it is considered murder btw ,and most cases of this have been convicted ) yes he can transmit hiv.
