Is it illegal to intercept and/or alter air transmissions?

ok, so our monopolizing utility company installed new, digital electric meters where now they don't need to even leave the vehicle to gather the information from the meter; they can simply scan that information as it is transmitted to them through the air. Is it illegal to intercept those transmissions and is it illegal to alter the transmission where the data sent is incorrect?
